ONLINE BILLING & PAYMENTS
Granby Sanitation District is excited to announce that we have partnered with XpressBillPay to offer a fast, easy, and secure online billing and payment system. If you have an internet connection and email address, you can now view and pay your sewer bill online—no more writing checks or buying stamps.
Using XpressBillPay, customers can:
- View and pay bills online, through the app, or by text
- Pay with credit/debit card or EFT (convenience fees apply)
- Set up automatic payments and receive email/text reminders
- Enroll in paperless billing and receive digital statements (Customers will continue to receive paper invoices unless paperless billing is selected. )
- Manage multiple properties or accounts under one login, including other local entities using XpressBillPay (Granby, Winter Park, and Fraser)
- Secondary users can link to your account (e.g., renters or family members) to view and pay bills
- Use Guest Checkout to make a one-time payment using the account number and last name (AutoPay and paperless billing not available for guest checkout)
NOTE: If you had bookmarked the previous online payment address, please delete and create an account with XpressBillPay. Granby Sanitation District's Colorado Payport website will cease working.

Q & A About XpressBillPay
Q: Does it cost anything to sign up for online payments? A: No. It's free to sign up for online bill payment and to use the Xpress Bill Pay service. However, a transaction convenience fee will apply for transactions.
Q: What is Xpress Bill Pay? A: Xpress Bill Pay is the company we have partnered with to handle our online payments. You access your account from their website, xpressbillpay.com.
Q: What payment choices do I have? A: You can pay with a credit or debit card or transfer funds directly from your checking account (aka eCheck).
Q: What will my bill look like online? A: We try to make the online bill display similar to your paper statement so you’ll find it easy to read your bill on a screen.
Q: What other information is available? A: You can view up to two years' history of your account online, so you can compare your current bill to a previous bill.
Q: Do I need to pay my bills from my computer? A: Not at all. You can pay your bill from just about anywhere via computer or mobile device. All you need is access to the internet through a web browser. You then log in to your account using your email address and password or sign in using our mobile app. No need to worry about late payments if you’re out of town when your bill is due.
Q: How do I know the payment went through? A: After you complete the transaction, you can receive an email receipt to confirm that your payment went through.
Q: Is my information safe? A: Absolutely. All the transactions are handled on secure servers. As long as you don’t give out your password, only you will be able to access your account. Plus, your personal information or email address will not be sold or rented to third parties for marketing purposes without your permission.
Current Fees and Rates:
Plant Investment Fees: $10,750.00/Single-Family Equivalent (SFE), effective 1/1/2026
See Section 7.3.4 of the District's Rules and Regulations for SFE schedule (minimum of 1 SFE). A plant investment fee essentially purchases capacity in the Granby Sanitation District wastewater treatment facilities and is based upon a Single-Family Equivalent (SFE) rating. The SFE rating is based on characteristics for classifications of use.
This fee is collected at the time of building permit application and is based upon review of building plans. Upon review and payment of appropriate fees, plans will be stamped and signed by District staff as indication to the appropriate building department that fees have been paid.
A Plant Investment Fee Agreement must be completed and submitted.
Sewer Service Fees: $123.00/quarter/Single-Family Equivalent (SFE), effective 1/1/2026
Assessment of sewer service fees commences upon payment of the Plant Investment Fee.
This fee is billed regardless of customer usage/occupation of the premises. The cost of maintaining and, in many ways, operating the District's wastewater collection system and treatment plant continue regardless of occupancy. It is imperative that the District remain financially viable and that wastewater collection and treatment is available and reliable at all times for the welfare, safety and health of the community and for the protection of water quality.
Sewer Service Fees can be discontinued only upon forfeiture of an SFE which must be approved by the Board of Directors. Reestablishment of sewer service would then require the payment of a new Plant Investment Fee at the rate currently charged.
Involuntary Disconnection Fee: $200.00
Reconnection Fee: $200.00
Unauthorized Connection Fee: $500.00
Returned Check Fee: $30.00
Inclusion Fee: $1,000.00 per Single-Family Equivalent (SFE)
Billing Intervals:
Sewer service fees are billed, in advance, on a quarterly basis. Billing is prepared the first month of each quarter and fees are due at the end of the second month of the quarter. Delinquent balances will be charged interest of one percent (1%) per month and a penalty of 10% at the time the next quarter's bills are prepared.
Failure to pay sewer service fees could result in disconnection of sewer service by either physical disconnection of the sewer service line from the sewer main or by interruption of water service when water service is provided by the Town of Granby pursuant to the INTERGOVERNMENTAL AGREEMENT BETWEEN THE TOWN OF GRANBY, COLORADO AND THE GRANBY SANITATION DISTRICT, CONCERNING THE INTERRUPTION OF WATER SERVICE FOR NON-PAYMENT OF SEWER FEES.
Pursuant to C.R.S.§32-1-1001(II)(i)(I), all fees, rates, tolls, penalties, or charges shall constitute a perpetual lien on and against the property serviced, and any such lien may be foreclosed in the same manner as provided by the laws of this State for the foreclosure of mechanics' liens.
C.R.S.§32-1-1001(3) allows the District to have certain delinquent fees, rates, tolls, penalties, charges or assessments made or levied, to be collected and paid over by the Treasurer of Grand County in the same manner as taxes are authorized to be collected. The Treasurer is authorized to charge and retain a penalty at the rate of 30% or $30.00, whichever is greater, on the delinquent sum due and owing to defray the costs of collection.
